EPCRA Emergency Planning and Community Right-to-Know Act
Also known as SARA Title III, but commonly referred to as the Community Right-To-Know law or simply as EPCRA, was passed in 1986 by the United States Congress. It is designed to inform communities about chemicals and chemical hazards present and transported in the community to involve the community in developing emergency planning and response, and help identify facilities that might be subject to the law, and assuring implementation of the EPCRA law. SARA Title III is part of the Superfund Amendments and Reauthorization Act of 1986, which makes it part of the CERCLA laws which p ovide an infrastructure at the state and local levels to plan for chemical emergencies.

The American Red Cross
functions independently of the government but works closely with government agencies, such as the Federal Emergency Management Agency (FEMA), during times of major crises. NCEMI National Center for Emergency Medicine Informatics
This is a terrific informational source on emergency medicine, and included is a sub-site entitled Common Simple Emergencies which began as as a series of lectures for fourth-year medical students at Georgetown University in 1977, turned into a manual used by resident physicians, urgent care nurses, paramedics, physician assistants and medical officers at sea which was originally published in 1985 and is now in an internet incarnation.
