In 1990, under 29 CFR 1910.147, Control of Hazardous Energy (Lockout/ Tagout), OSHA mandated that all energy sources be turned off and locked out to protect employees from injuries caused by the release of hazardous energy or the unexpected startup of equipment under repair or service. OSHA estimates that compliance with this standard could prevent 122 fatalities and 28,400 lost workday injuries per year.
According to a January 1999 Industrial Safety and Hygiene News survey, safety and health professionals listed improving overall injury/illness incidence rates and lowering worker's compensation costs as two of the most difficult issues they would face in 1999.
